Financing of the Sewerage Construction in a Voluntary Association of Municipalities

Import 22/07/2015Bakalářská práce je zaměřena na problematiku financování výstavby kanalizace v dobrovolném svazku obcí Povodí Loučka. Cílem bakalářské práce je analyzovat a navrhnout financování tohoto projektu. Práce je složena z pěti kapitol. První kapitola je věnována úvodu, ve druhé kapitole, což je teoretická část, jsou popsány obce, jejich právní východiska a také dobrovolné svazky obcí jako formy sdružování obcí. Třetí kapitola je již praktická část této problematiky, kdy ve sledované období 2009 – 2012 jsou podrobně analyzovány rozpočty jednotlivých obcí i svazku samotného. Ve čtvrté kapitole je proveden návrh financování, zdroje financování a možné alternativy financování výstavby. Kapitola pátá je již závěr, kde je zhodnocení celé práce a také zhodnocení zjištěných skutečností.The main focus of following bachelor’s thesis is financing of sewer construction for voluntary union of Povodi Loucka communities. The objective is to analyse and suggest possible financing for this project. The thesis consists of five chapters. First one is dedicated to an introduction. The second chapter is based on theory, where the individual villages are described with their legal foundations and also voluntary merges of villages as a form of unifying. The practical part is presented in the third chapter, where during the observed period of 2009-2012, are closely analysed budgets of individual villages and the finances of the union in whole. The fourth chapter suggests financing, its sources and possible alternative financing for the development. Problémy mikroregionů při tvorbě společných projektů

Příspěvek pojednává o předpokladech pro efektivní fungování mikroregionů a úskalích jejich činnosti, a to zejména při tvorbě, financování a realizaci společných projektů. Příspěvek se snaží poukázat na příčiny nenaplněných očekávání z činnosti mikroregionů a dát je do širšího kontextu. Předmětem příspěvku je jednak víceznačnost pojmu mikroregion, nejednoznačnost právní úpravy sdružování obcí, jednak problémy spojené s plánováním na úrovni mikroregionů (zejména tvorbou strategických rozvojových dokumentů). Rovněž relativně široká škála možností financování společných projektů přináší komplikace při tvorbě projektů, čemuž příspěvek věnuje odpovídající pozornost.The paper analyses the assumptions of the effective functioning of microregions and barriers related particularly to the design, financing and realization of common projects. The paper defines the grounds for unfulfilled expectations coming out from the activities of the microregions and explains them in a wider context. The analysis is focused partly on description of the ambiguity in a term microregion and confusion bound with the municipality clustering legislation; and partly on the microregion planning problems (particularly formation of strategic development plans). In parallel, relatively broad range of financing possibilities of the common projects bears the problems when designing the projects. Financing of the Construction of Cycle Path

Import 11/07/2012Cílem této bakalářské práce na téma „Financování výstavby cyklostezky“ je návrh financování společného projektu dvou obcí – výstavbu cyklostezky spojující město Uničov a obec Újezd u Uničova vzdálenou cca. 6 km. V teoretické části je popsána problematika pravidel hospodaření obcí, rozpočtového výhledu a rozpočtových zásad. Praktická část se zaměřuje na analýzu hospodaření města Uničova a obce Újezd u Uničova ve sledovaných letech, charakterizuje investiční záměr obcí. V závěru praktické části jsou návrhy a doporučení způsobu financování investičního záměru.The aim of this thesis on the topic of „Financing of cycling path“ is proposal for funding of two municipalities common project – the construction of cycling path linking the Uničov city and small village named Újezd u Uničova, which are approx. 6 km far from each other. Its theoretical part describes the problems of municipal economic management rules, the budget outlook and budgetary principles. The practical part is focused on the economic management analysis of Uničov city and Újezd u Uničova village in the monitored period, it describes investment project of these municipalities. Support of Sport in the Municipality

Import 22/07/2015Cílem této práce je zhodnotit a porovnat rozsah a vývoj finanční podpory do místních sportovních organizací z rozpočtu obcí Orlová a Rychvald, v letech 2009 – 2013. Práce je řešena pomocí metody komparace. Provedeným výzkumem bylo zjištěno, že obec Orlová přispívá do oblasti sportu až osminásobně vyšší částkou než obec Rychvald. Na základě zjištěných údajů je možné porovnat vývoj i rozsah finančních prostředků vynakládaných do sportu ve vybraných obcích.The target of thiswork is evaluateand comparethe scope and developmentof financial supporttolocal sportsorganizations from Orlová and Rychvald municipality budget, in the years 2009 - 2013. Tax Revenues of the Municipality and Their Evaluation

Import 04/07/2011Cílem této práce je analýza příjmů obce Oskava s ohledem na změny rozpočtového určení daní. Zabývá se zejména problematikou daňových příjmů . Práce je rozdělena do tří hlavních částí. První část obsahuje základní informace o daňovém systému České republiky, definuje daň, popisuje členění daní a zabývá se rozpočtovou skladbou. Současně již na konkrétním příkladu obce Oskava sleduje a analyzuje vývoj daňových příjmů obce v letech 2006 – 2007 dle jednotlivých seskupení položek. V druhé části se zabývá změnami po novele zákona o rozpočtovém určení daní, popisuje a analyzuje opět již na konkrétním příkladu obce Oskava vývoj daňových příjmů obce v letech 2008 – 2009. Třetí část porovnává příjmy obce Oskava v letech před a po novele zákona o rozpočtovém určení daní, a sleduje dopad novely zákona na rozpočet obce v oblasti daňových příjmů.The aim of this study is to analyze the incomes of the municipality Oskava with regard to changes in tax assignment. It mainly addresses the issue of tax revenue. The work is divided into three main parts. The first section contains basic information of the tax system in the Czech Republic, defines the tax structure, describes the duties and deals with the budget structure. At the same time has a concrete example of the village Oskava, it monitors and analyzes the evolution of tax revenue in the years 2006 - 2007 by each group of items. The second part deals with changes in the amendment to the budget allocation of taxes, describes and analyzes already on the example of community development Oskava tax revenue villages in the years 2008 - 2009. Evaluation of the Economy of the Town Přibyslav

Tato bakalářská práce je zaměřena na hospodaření obce Přibyslav v letech 2010-2013. V teoretické části je zaměřena na hospodaření územně samosprávných celků, a to zejména obcí. V praktické části je zhodnoceno hospodaření obce Přibyslav, ve které porovnávám příjmy a výdaje obce za čtyři roky. V návrhové části je práce zaměřena na zlepšení hospodaření obce, hlavně zvýšení příjmů.This thesis is focused on the management of the municipality Přibyslav in 2010-2013. The theoretical part focuses on the management of municipal authorities, especially municipalities. The practical part is evaluated Přibyslav farming village in which I compare revenues and expenditures of the village for the four years. The design part of the work is focused on economy improvement of the municipality, mainly to increase income.

This methodology is currently undergone a change that affected the budgets of local budgets. Evaluation of Management of the Municipality

Bakalářská práce je zaměřena na zhodnocení hospodaření obce Štarnov a její další rozvoj především investičního charakteru. Cílem práce je posouzení hospodářské situace obce a možnosti financování plánovaného investičního projektu, kterým je dostavba chybějící části kanalizace. Práce je rozdělena do dvou částí. V teoretické části rozebírám důležité pojmy týkající se obce a jejího hospodaření. V části praktické analyzuji finanční situaci obce pomocí vybraných analýz. Podkladem pro sestavení finanční analýzy jsou účetní výkazy obce za sledované období.The bachelor´s thesis is focused on evaluation of management of the municipality of Štarnov and its financial growth. The goal of the thesis is to evaluate the economic situation of the municipality and the possibility of financing the completion of the missing part of the sewerage. The first part is theoretical, where I interpret the important terms concerning the municipality and its economy. In the second, practical part, I analyse the financial situation of the village through specific analysis. The information necessary for this analysis is taken from the financial statements for the relevant period of time.

Factors Influencing the Tax Revenues of Municipalities in the Size Category of 1 000 to 2 000 Residents

Import 22/07/2015Diplomová práce je zaměřena na daňové příjmy obcí, které představují nejvýznamnější zdroj jejich rozpočtu. Teoretická část práce se zabývá charakteristikou obcí, rozpočtem, rozpočtové skladbě se zaměřením na druhové hledisko třídění, a také rozpočtovým určením daní. Dále je zde provedena analýza daňových příjmů na úrovni všech obcí České republiky, zvolené kategorie obcí velikosti 1 000 až 2 000 obyvatel a vybraných pěti obcí patřících do této kategorie. Velikost příjmů plynoucích z daní závisí nejen na objemu vybraných daní, ale také na typu daně a na různých faktorech. Cílem diplomové práce je právě vyhodnocení působení těchto faktorů. Pro analýzu byla zvolena velikostní kategorie obcí 1 000 až 2 000 obyvatel, a také pět obcí patřících do této kategorie.The diploma thesis is focused on the municipal tax revenue, which represent the most significant source of their budget. The theoretical part deals with characteristics of municipalities, budget, budget structure focusing on generic classification aspect and budgetary allocation of taxes. There is also an analysis of tax revenues of all municipalities in the Czech Republic, selected categories of municipalities in the size of 1 000 to 2 000 residents and five selected municipalities belonging to this category. Size income from taxes depends not only on the amount of taxes collected but also on the type of tax and on various factors. The aim of this diploma thesis is precise evaluation of the impact of these factors. Tato bakalářská práce se zabývá analýzou rozpočtových příjmů a výdajů obce. Návrh snížení výdajů vychází z předpokladu, že ve veřejném sektoru se dají vždy finanční prostředky ušetřit, a je založen na vhodnějším výběru firem, které pro obec vykonávají různé zakázky.This bachelor thesis deals with budgetary revenues and outgoings analysis. Proposal for decrease in costs results from hypothesis which says that in public sector there is allways possible to save financial means. Proposal is based on better choosing of companies that works for the municipality in various orders.
